Background:
The Park on Florence 2nd is the second phase of a larger overall residential subdivision, The Park on Florence is located immediately north of Florence Street (111th Street South) and about half way in between Aspen Avenue (145th E. Avenue) and Elm Place (161st E. Avenue). The Park on Florence 2nd subdivision plat was filed at the Tulsa County courthouse with the County Clerk on September 16, 2004, as Plat No. 5812. Rex Alexander Enterprises, Inc. out of Bixby, Oklahoma, was the property owner and developer. Rex Alexander Enterprises, Inc. contracted with Mr. Joe E. Donelson, P.E. to design the subdivision including the elements that were privately funded public improvements, such as the streets, water network, sanitary sewer and storm sewer systems.
Immediately adjacent to the Park on Florence 2nd subdivision to the east is the Leisure Park II subdivision. The Leisure Park II subdivision plat was filed at the Tulsa County courthouse with the County Clerk on April 25, 1978, as Plat No. 3793. Likewise, immediately south of the Park on Florence 2nd subdivision across Florence Street is Windsor Oaks subdivision. Windsor Oaks subdivision plat was filed at the Tulsa County courthouse with the County Clerk on July 24, 1996, as Plat No. 5141.
The timing with respect to the filing of these plats demonstrates that the public storm sewer systems conveying the post-developed runoff from Leisure Park II subdivision and the Windsor Oaks subdivision were installed prior to the design and construction of the Park on Florence 2nd subdivision.
