Background:
The City of Broken Arrow issued Bid No. 26.168 for the purchase of backfill sand and topsoil on an as-needed basis. The invitation to bid was distributed to ten vendors, advertised in the Tulsa World, and posted on the City’s website. Bids were publicly opened on July 14, 2026.
One bid was received from Anchor Stone Company. After reviewing the submission, staff determined that the bid was incomplete because the vendor provided pricing for backfill sand but did not provide pricing for topsoil. Because the City requires pricing for both materials, staff recommends rejecting the bid and readvertising the solicitation to obtain complete and competitive pricing.
