Background:
The Indian Nations Council of Governments (INCOG) is receiving applications for Federal Fiscal Year (FFY) 2021Surface Transportation Program (STP) funds. The completed application and accompanying City Council resolution are due by February 23, 2018. The attached Resolution No. 1090 authorizes submittal of the application. The attached application for STP funds is to supplement the 2014 Streets General Obligation Bond funds for Washington Street Widening from Garnett Road to Olive Avenue.
INCOG has indicated that if the project is approved for STP funding and is "shovel ready," it can be advanced to an earlier federal fiscal year in the state Transportation Improvement Program (TIP). Washington Street from Garnett to Olive is designed and right-of-way acquisition is underway. Utility relocations will follow the right-of-way acquisition. It is estimated that the project can be "shovel ready" by December 2018. National Environmental Policy Act (NEPA) review of the project will be required if it is approved for federal funds. Ordinarily ODOT conducts the NEPA review, a process that requires about nine (9) months. To expedite the construction, the City will contract for the NEPA review while the right-of-way and utility relocations are proceeding.
Funding for the City Share of the project is from the 2014 Streets GO Bond other possible sources if needed are Sales Tax Capital Improvements, Park and Recreation Capital Improvements, and the capital portion of BAMA Water Repair and Construction.
Cost: $7,740,000 (estimated City share)
