Approval of and authorization to utilize Opioid Abatement Settlement funds for the vehicle, equipment, and outfitting purchases of two (2) Chevrolet Traverses for the Crisis Response Team and authorize approval of Fiscal Year 2026 Budget Amendment Number 10

Background:
The City receives dedicated Opioid Abatement Settlement funds intended to remediate harms associated with opioid misuse, support public safety responses, and enhance community-based intervention services. The Police Department's Crisis Response Team plays a key role in responding to substance-use-related crises, co-responding with behavioral health professionals, and reducing reliance on traditional enforcement-only models. Oklahoma law enforcement agencies have statutory guidance that mental health investigations and detentions are to be handled in the "least conspicuous" manner possible. Accordingly, our request is to equipment the police department's Crisis Response Team members with unmarked vehicles.
This request for action is specifically asking authorization for the following: (1) Purchase of two Chevrolet Traverses (2) purchase of emergency vehicle equipment and (3) professional outfitting of both vehicles. Quotes for these requests are attached.
Vance Fleet Services (state contract #SW0035) and 911 Custom (state contract #SW0142) are on state contracts thus fulfilling the competitive bidding requirements for the first two portions of our request.
We request to use Rigid 911 from Norman, Oklahoma to outfit the vehicles. Rigid 911 has the knowledge and software to install/program Whelen brand equipment. Whelen is an American company that manufactures the equipment we install in our police cars. Other police equipment companies manufacture their products in China, which we want to avoid.
