Approval of and authorization to execute a Letter of Agreement with Saint Francis Hospital South, for the Broken Arrow Fire Department uniformed employee’s biennial physical examinations

Background:
The labor agreement between the City of Broken Arrow and the IAFF Local # 2551 provides for each member to receive a medical examination every two years. In 2018, the Fire Department entered into an agreement with St. Francis Hospital South to provide these services and has continued to do so each year thereafter. The attached Letter of Agreement/Contract will renew the terms of the original contract from (May 28, 2026 - June 30, 2027), at the provided cost. With the rising costs of materials, supplies, and employee salaries, St. Francis Hospital South has increased each examination by 3% ($760.67 to $783.49) and each PSA test stays the same at $41.00. No other vendor, besides Saint Francis Hospital South, has been identified to be capable of meeting the requirements of the contract in a single facility on a given day. Saint Francis Hospital South’s ability to complete all components of the physical at a single facility helps keep employee overtime to a minimum. Staff recommend that the Council approve the Letter of Agreement with Saint Francis Hospital South for provision of these services.
Cost: $783.49 per firefighter, and $41.00 each for an optional PSA test.
Budgeted 70k for approximately half of our firefighters annually.
