Update on the Data Center Study Committee and the Data Center Regulatory Study and Development of Permanent Zoning Standards

Background:
On June 15, 2026, the City Council of Broken Arrow passed Ordinance No. 3929, establishing a temporary six-month moratorium on data centers through December 31, 2026, or until permanent regulations are adopted. This pause allows staff time to investigate and, if necessary, develop and enact an ordinance addressing concerns about the potential future development of data centers within the City of Broken Arrow.
As part of the City’s due diligence, the City Manager created the Data Center Study Committee, a multidisciplinary team of senior staff tasked with providing policy direction focusing on land use, utilities, engineering, finance, economic development, legal considerations, public safety, technology, and operational impacts for the City Council. This Committee, led by Deputy City Attorney, James Walters, will be responsible for drafting the final ordinance related to data center development. A key part of this initiative is the creation of the Data Center Regulatory Study and Development of Permanent Zoning Standards.
To keep the governing body and community informed, the City Manager will provide periodic updates during City Council meetings regarding the progress and key milestones of this initiative.
