Background:
The Oklahoma Department of Transportation (ODOT) and the Union Pacific Railroad (UPRR) are reviewing street grade crossings at a number of locations across the state, with the goal of improving safety for the traveling public. Representatives of ODOT and UPRR met at the Main Street and Elm Place crossing sites with Engineering and Construction Department personnel in January 2016, and at their meeting of September 6, 2016, the City Council approved the City Engineer's signing Traffic Signal Preemption Requests. The improvements at Main Street are described as installation of pedestal-mounted flashing light signals with median gate arms, utilizing prediction circuitry and traffic signal preemption. Planning for the improvements is now underway, and the attached ODOT Project Agreement provides for funding of the improvements at 90% Federal-aid Railroad Highway Grade Crossing funds, 10% City funds. The estimated cost of the Main Street improvements is $307,984.00, of which Broken Arrow's share is $30,798.40. Payment of the invoice is a Claims List item. Construction can be expected to occur within 12 to 18 months of the execution of the Project Agreement. Funding for the City's share of the improvements will be from Signalization Sales Tax Capital Improvement.
