Background:
Keep Broken Arrow Beautiful (KBAB), a 501c3 not for profit organization, has a Board of Directors comprised of fifteen members and leads a number of committees dedicated to cleaning up trash and planting roses and trees in the community. One of KBAB's subcommittees is "Bring Back the Roses." That Subcommittee is spearheading an effort to make Broken Arrow the City of Roses as it once was in the past. Their members have planted numerous rose gardens around the community.
KBAB approached the City Council on May 5, 2015, requesting to enter into agreement with the City for consideration of a Naming Agreement for a commemorative rose garden in Central Park in honor of Jim and Peggy Nelson. Subsequently, the agreement was approved. One of the terms of the agreement is for KBAB to "provide the City with a design plan created by a licensed Landscape Architect, which shall be approved by the City."
KBAB entered into contract with the R.L. Shears Company, P.C., a licensed Landscape Architectural firm in the State of Oklahoma, for the development of the design plan. At this time, KBAB being represented by Peggy Striegel, Board Chair, Sharon Atcheson, Rose Committee Chair, and Clarence Oliver, Board Member, will present the rose garden design plan to the City Council.
If the design plan is approved, then KBAB will begin the fundraising campaign for the project.
