Background:
The City of Broken Arrow issued Bid No. 26.148 seeking proposals from qualified organizations to conduct a comprehensive Community Needs Assessment in support of opioid abatement efforts within the City of Broken Arrow. This project will be funded through Opioid Abatement Settlement Funds and is intended to assist the City in identifying strategic, evidence-based investments related to opioid prevention, treatment, harm reduction, recovery services, and community intervention efforts.
The selected consultant will be responsible for completing a comprehensive assessment that includes data collection and analysis, stakeholder engagement, community surveys, gap analysis, regional analysis, best practice review, and strategic recommendations for future opioid abatement funding allocations. Deliverables will include a Community Needs Assessment Report, Strategic Action Plan, and presentation to City leadership and/or the City Council.
Bid No. 26.148 was opened on 04/13/2026. This solicitation was advertised on the City's website as well as in the Tulsa World. Bid invitations were sent to seven (7) vendors, with three (3) vendors submitting proposals.
Proposals were evaluated by personnel from the Police Department, Fire Department, and Accounting Division, with a total of five (5) evaluators participating in the scoring process. Evaluation criteria included experience and qualifications, project approach and methodology, understanding of project goals, cost proposal, and references.
