Background:

The case was brought before the Drainage Advisory Committee on July 28th, 2025 for design funds. The Committee voted 6-0 to recommend approval of expenditure of funds.

The proposed project is to investigate and design improvements to a drainage swale on private property that flows into the City’s public infrastructure in the Millicent Pond II subdivision. The swale collects approximately 20 acres of offsite flow and drains to existing area inlets located in drainage easements. The swales are not in drainage easements. The swale has not been maintained and has filled in over the years and therefore capacity of the swale has been lost. The runoff comes out of the banks during substantial rainfall events and is causing adverse impacts to multiple property owners along S. Joshua Ave.

Staff is requesting $15,000.00 of the 2018 General Obligation Bond Proposition 6 funds for survey funds to conduct an in-house design and possible in house construction to mitigate the offsite flow.

This is in the Haikey Creek Watershed.
