Award the most advantageous bid to Stryker Medical, for the purchase of three (3) LifePak 15 Cardiac monitors, pursuant to Oklahoma Statewide Contract, and authorization to surplus and trade-in for a credit three (3) Lifepak 15 monitors for the Fire Department
End

Background:
The Fire Department has budgeted for the purchase of three LifePak 15 cardiac monitors. Funds for this purchase are available in the Sales Tax Capital Improvement Fund in the amount of $142,200.
These cardiac monitors will be purchased under the Oklahoma Statewide Contract for Automated External Defibrillators, number SW300. All State Departments, Boards, Commissions, Agencies and Institutions, as well as Counties, School Districts and Municipalities may purchase equipment from this contract. Pricing under this contract is good through August 4, 2023.
Sections 2-27 of the Broken Arrow Code addresses exceptions to formal competitive bidding. It provides that supplies, materials, equipment or contractual services can be purchased at a price not exceeding a price set by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, then formal bidding is not required. Utilization of the state contract in this case is more advantageous than bidding the product.
Base pricing and selected options for these cardiac monitors are reflected in the attached bid tabulation. The Fire Department recommends the state bid from Stryker Medical as the most advantageous bid. As part of their bid, the vendor, Stryker Medical has included a credit of $19,500.00 for trading-in the three obsolete cardiac monitors, which the new units will replace.
Staff recommends purchasing three LifePak 15 cardiac monitors from Stryker Medical, off State Contract SW300 and declaring three obsolete LifePak 15 cardiac monitors surplus.
