Background:
At the August 4, 2025, Broken Arrow City Council meeting, city council approved the Manual of Fees for FY 26 by Resolution 1680. Since the approval staff have realized that we did not adjust the tap fees to the actual cost. In the revision we have addressed that issue.

The Broken Arrow Fire Department currently bills for EMS services using a structure that includes separate base rates for BLS, ALS 1, and ALS 2, plus mileage and itemized charges for procedures, medications, and equipment. While this approach reflects the care provided, recent changes in Oklahoma law (SB 1067) require EMS agencies to publish clear rates to ensure commercial payers reimburse at least 325% of Medicare allowable. In the recent discussion with our third-party billing Digitech for EMS (Emergency Medical Services) staff recommend transitioning from itemized billing to a flat rate model. This will not have any effect on our citizens. The flat rate model where the base rate incorporates commonly performed procedures and treatment offers several key benefits.

* Transparency: Provides citizens with clearer, more predictable billing that is easier to understand.
* Reimbursement Assurance: Protects the department's ability to recover costs for medications and procedures that may no longer be reimbursable when billed separately.
