Consideration, discussion, and possible approval of and authorization to execute an Amendment to the Capital Improvements Agreement of the Broken Arrow Rose District Street Improvement Project between the Board of County Commissioners of Tulsa County, Oklahoma and the City of Broken Arrow

Background:
On August, 18, 2017, the City Council approved submitting an application to the Tulsa County Vision Authority to obtain $1,500,000 of Vision 2025 surplus funds to fund design and construction of Streetscape V. This project is one block of streetscape improvements from Detroit to Elgin. On September 7, 2017, the Tulsa County Vision Authority approved the City’s application. In November 2017, the City entered into the attached Capital Improvement Agreement with the Tulsa County Board of County Commissioners. The agreement provided that the Board did not have a duty to make advances to the City after November 30, 2018. In addition, the Agreement provided that the City must complete the construction, equipping and furnishing of the improvements on or before November 30, 2018. The attached proposed Amendment extends both of the deadlines to July 31, 2020.
