Background:

The City of Broken Arrow proposes to hold a General Obligation Bond election in April 2026. General Obligation (GO) Bond financing is a common funding tool used by Oklahoma municipalities to pay for large capital projects, such as the building of roads, public facilities and parks.

Public input plays a critical role in GO Bond elections by promoting community engagement, guiding project prioritization, and ensuring transparency and accountability.  As with the 2018 GO Bond package, the City plans to gather citizen feedback through a city-wide survey for the 2026 bond election.

Staff recommends the formation of a Citizens Survey Committee to develop a comprehensive survey that will help guide the process towards a successful bond election.

Members of the committee will include City Manager Michael Spurgeon, Assistant City Manager Kenny Schwab, Communications Director Aaron McColloch, Community Relations Manager Lori Hill and two Councilmembers.
