Background:
Applicant: Derek McCall, Tanner Consulting
Owner: Scott Stough, Stough Development Corporation
Developer: Stough Development Corporation
Location: North of the northeast corner of Washington Street (91st Street) and Garnett Road (113th E. Avenue)
Size of Tract approximately 3.84 acres
Number of Lots:|910|Present Zoning: CN (Commercial Neighborhood)
Comp Plan: Level 4 (Commercial/Employment Nodes)

COA-002892-2026 is a request to amend the platted limits of no access on Garnett Road for a proposed medical office development. The property has been platted Lots 1 & 2, Block 1 of 91 Garnett addition, is zoned CN (Commercial Neighborhood), and is located north of the northeast corner of Washington Street (91st Street) and Garnett Road (113th E. Avenue).

The recorded plat for 91 Garnett shows a 28.00' access point 192.70' north of the southern property line of the subdivision, and a 30.00' access point 216.97' north of the south access point. The requested change of access proposes to move the 30.00' access point an additional 95.56' further north. The property across Garnett Road is undeveloped and does not have any existing drives, therefore driveway alignment is not a factor for this change of access request.

COA-002892-2026 was heard by the Technical Advisory Committee on June 30, 2026. No utility companies or stakeholders had any comments on the proposed location of the access point. Water and sanitary sewer services are available from the City of Broken Arrow.
