Background:
The Streets Department has budgeted for the purchase of one (3) New Western Star 49-X Series Chassis with Dump Body Trucks equipped with snowplows and spreaders. Funds for these purchases were approved in the FY2027 budget, located in the Sales Tax Capital Improvement (STCI) fund in the amount of $1,095,000 (Project No. 2753130, Account No. 3305300-570020).

To maximize resources and achieve cost efficiencies, staff recommends procuring three (3) New 2027 Western Star 49X Series Chassis with Dump Body Trucks equipped with snowplows and spreaders from Premier Truck Group of Tulsa, pursuant to the Oklahoma Statewide Contract SW035T. Pricing for third party subcontractors were quoted using SW0106GT, & SW0500. Utilizing this cooperative agreement ensures compliance with budgetary constraints while securing durable, high-quality assets for the Street Department.

Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that set by the state purchasing agency, any other state agency authorized to regulate prices, or from purchasing consortiums.

In addition, Section V.d of the Broken Arrow Purchasing Manual authorizes purchases from "the state contract or other purchasing consortiums," noting that such purchases eliminate the need for formal competitive bidding. State contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
