Consideration, discussion, and possible approval to accept the Drainage Advisory Committee's recommendation to approve expenditure of 2018 General Obligation funds to design drainage improvements in the South Fork Estates subdivision

Background:
The case was brought before the Drainage Advisory Committee on April 28, 2025 for design funds. The Committee voted 7-0 to recommend approval of the expenditure of funds.
The proposed project is around 6304 S. 5th Ave. in the Southfork Estates subdivision in Broken Arrow.
The Southfork Estates subdivision was platted in 1992. Approximately 5 acres of offsite flow drains from the neighboring property without any drainage system in place to pick up the offsite flow. The flow currently is concentrated sheet flow and makes its way to the existing storm inlets in the cul-de-sac through the yard at 6304 S. 5th Ave. The Southfork Estates subdivision was designed and constructed prior to Broken Arrow establishing stormwater criteria in 1994.
A new development to the west, Spring Creek Crossing, is currently in the earth change stage of development. The development has reduced the overall drainage area to the property to approximately 2 acres. The offsite flow still drains through the Southfork Estates subdivision. While the property to the west is being developed, this is an opportunity to address the pre-existing drainage problem.
This drainage concern was brought to City Council on April 15th, 2025.
Staff is requesting $25,000.00 of the 2018 General Obligation Bond for design costs to provide drainage improvements.
This area flows to Broken Arrow Creek.
