Background:
To improve the City's data storage capabilities, the existing Dell Equallogic Storage Area Network (SAN) needs to be replaced at the City's disaster recovery site. Currently, there are 62TB of storage at the Public Safety Complex and 26TB at the disaster recovery site located in the Streets and Stormwater server room. Staff recommends a new 55TB Dell Compellent SAN be installed at the Public Safety Complex and an existing Dell Equallogic 62TB SAN be relocated to the disaster recovery site. This will increase the current amount of storage to approximately 50TB of usable data storage and approximately 62TB of storage at the disaster recovery site.
Section 2-27 of the Broken Arrow Code addresses exceptions to competitive bidding. It provides that supplies, materials, equipment or contractual services, when purchased at a price not exceeding a price set therefore by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, regardless of whether such price is determined by a contract negotiated with a vendor or otherwise, may be acquired without competitive bidding. The Central Purchasing Division of the Department of Central Services for the State of Oklahoma has entered into a contract under the Western States Contracting Alliance for computers, printers and LAN storage. Because of this exception in the Code, the City may purchase the necessary servers for this project from the state contract.
