Consideration and possible appointment of Michael Spurgeon, City Manager, City of Broken Arrow, to complete Acting City Manager Russell M. Gale’s term as representative to the Indian Nations Council of Governments (INCOG) Board of Directors and the General Assembly effective September 21, 2015

Background:
The City of Broken Arrow is allocated three (3) positions on the Indian Nations Council of Governments (INCOG) Board of Directors. Currently, the designated representatives are Mayor Craig Thurmond, Vice-Mayor Richard Carter, and Acting City Manager Russell Gale. Council Member Mike Lester serves as the Alternate. Each representative serves a two-year term and all positions expire December 31, 2016.
As a participating member of INCOG, the City Council may also appoint one elected official as a representative to the General Assembly. Currently, the Vice-Mayor serves as the representative to the General Assembly and Mr. Gale serves as the alternate.
Due to the appointment of Michael Spurgeon as City Manager, it is recommended that he be appointed to Mr. Gale’s terms. Staff recommends that the Council appoint Mr. Spurgeon to the Board of Directors and as an alternate to the General Assembly.
