Background:
Bids were solicited for wrecker services to replace the previous contract, which expired on June 30, 2024, with three bids received. These services include wrecker, tow-in, and storage for the Broken Arrow Police Department, as well as wrecker services for city vehicles and equipment.
After reviewing the bid packages and conducting onsite visits, City staff recommends selecting Morgan Towing based on several key factors: competitive pricing for the Broken Arrow community, debris cleanup services, convenient indoor and outdoor storage within the city, after-hours access for both the public and law enforcement, security systems, response times, a large and diverse fleet, compliance with quick clearance laws, and accessible services for law enforcement.
Morgan Towing was found to provide the best overall value and service for the City of Broken Arrow. Therefore, City staff recommends awarding the contract to Morgan Towing as the most advantageous bid. The agreement allows the City the option to renew the entire contract for up to four additional one-year periods: (1) July 1, 2025, to June 30, 2026, (2) July 1, 2026, to June 30, 2027, (3) July 1, 2027, to June 30, 2028, and (4) July 1, 2028, to June 30, 2029.
