Approval of and authorization to execute a professional services agreement with Flock Safety to provide the Broken Arrow Police Department with five (5) Flock Safety license plate reader cameras for a 60-day pilot period

Background:
The Police Department is requesting that the City execute an agreement with Flock Safety to use five (5) license plate reader cameras for a 60-day pilot period. The infrastructure-free license plate reader cameras will be installed at predesignated locations in the City to aid in the rapid identification of vehicles involved in criminal activity.
This agreement includes a one-year contract that is valued at $18,250.00. However, the agreement may be terminated at the end of the 60-day pilot period without penalty or fees. At this time, it is unknown if the Police Department will continue the use of Flock Safety cameras after the pilot period.
Flock Safety cameras are used across the Tulsa-Metro and the Broken Arrow Police Department already has access to the cameras used by other agencies. The Criminal Investigations Division has used information from Tulsa’s Flock Safety cameras in the furtherance of several investigations.
