Background:
The Institute of Building Technology and Safety (IBTS), a not-for-profit 501(c)(3) resource organization working in conjunction with the Indian Nations Council of Government (INCOG), a voluntary association of local and tribal governments in the Tulsa metropolitan area, have partnered through a regional agreement to offer building department services to various jurisdictions. Using boots-on-the-ground staff, their services will help streamline government projects, reduce risk for non-compliance, and free up valuable budgetary resources.
City Staff attended a kickoff meeting in late January this year at INCOG offices along with Staff from municipalities around the metropolitan area, including Tulsa. The regional agreement was signed in April of this year. Several municipalities are considering utilization of IBTS services in the areas of buildings, floodplains, property maintenance, plan review, feasibility studies and contract software known as GOVmotusTM.
City Staff has met with IBTS on several occasions since April. Staff identified the Stoney Creek Hotel and Conference Center as an ideal project to utilize the services of IBTS for building plan review and building inspections through the Vision 2025 funds.
