Background:
Funding for the purchase and upfitting of a new Chevrolet EV Blazer was approved in the FY2027 Capital Outlay Budget under Project No. 2730030. A total of $70,000 was allocated for the vehicle and subsequent upfitting by a third-party vendor. After experiencing issues with the acquisition and infrastructure with EV pursuit vehicles during FY2026, staff requested the governing body approve amendments to the FY2026 and FY2027 projects for the acquisition of 2 EV pursuit vehicles to allow for the purchase of explorer PIUs. Approval of the requests were granted at the August 18, meeting of the Broken Arrow City Council.
To maximize resources and achieve cost efficiencies, staff recommends procuring the vehicles through the Oklahoma Statewide Contract SW0035. This contract allows municipal agencies across Oklahoma to purchase vehicles at pre-negotiated state contract pricing, eliminating the need for a separate bid process while providing substantial cost and administrative savings. Utilizing State Contract SW0035 ensures compliance with budgetary constraints while securing durable, high-quality assets for the Police Department.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that set by the state purchasing agency, any other state agency authorized to regulate prices, or from purchasing consortiums.
