Background:

The City of Broken Arrow received federal FY 2015-2016 funding to design and construct the Main Street Bikeway Project, which includes on street bike lanes, shared-use lanes, and signed bike routes from Washington Street to Kenosha Street. Federal dollars were supplemented with City funds for both design and construction efforts. The project was bid and constructed under Oklahoma Department of Transportation’s (ODOT) management, with construction completed in 2019.

 The design consultant, with ODOT’s oversight, incorporated back in angle parking to improve cyclist safety. Back in parking is considered a recommended and widely supported practice in the transportation industry because it improves driver visibility of cyclists when entering the traffic lane. However, it is not a mandated requirement under any applicable standards (Federal Highway Administration (FHWA), Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO), etc.).

The City’s Streets and Stormwater Department are currently working on an asphalt mill and overlay project on Main Street between Washington Street and Houston Street, and pavement markings for both parking stalls and bike lanes will require replacement.  With the current infrastructure, the striping could be replaced with back in or pull in parking.
