Background:
Stoney Creek Hospitality Corporation contracted with the Broken Arrow Economic Development Authority (BAEDA) and the City of Broken Arrow for the development of a Conference Center and Hotel. Vision 2025 monies in the amount of $5,550,000.00 are dedicated to fund site infrastructure and pay for certain professional services.

Stoney Creek Engineering Company prepared plans associated with the site earth change work, a segment of water line, and an access drive. Cowan Group Consulting, on behalf of Stone Creek, prepared bidding documents for the project. The project was advertised for bids on May 8 and 15, 2015. Bids were opened on June 4, 2015. Seven (7) bids were received. The Certified Bid Tabulation is attached. The low bidder was Tri-Star Construction with a base bid proposal of $1,731,650.00 and an additive alternate 1 of $83,383.50 and an additive alternate 2 of $6,900.00. The engineer's estimate base bid was $2,742,114.60 and an additive alternate 1 of $91,656.90 and an additive alternate 2 of $11,340.00

Cowan Group Consulting recommended the base bid and additive alternate 1. Additive alternate 2 was included in the event if additive alternate 1 came in too high on the mutual access drive on the eastern side of the property.
