Background:
The Street Department requests the purchase of one (1) new Graco Linelazer reflective paint striper with line driver
Funding for this purchase was approved in the FY2027 budget and identified as project #2753180 with a total budget $60,000 for the purchase of a walk behind paint machine with attachments. Total Costs for this Graco walk behind paint machine with attachment is $65,026.79 Additional funding for this project will be provided through a transfer of surplus funds from savings from project 2753140, a copy of the prepared budget transfer form has been included in the attachments.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing this walk behind paint striping machine from Thorworks Industries - SealMaster pursuant to Sourcewell Contract 050625TWK. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing durable, high-quality assets at predictable costs.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
