Approval of and authorization to execute Agreement for Professional Consultant Services with Benham Design, LLC for providing design services on the Washington Street and 23rd Street Intersection project (Project Number ST24220)

Background:
The Washington Street and 23rd Street Intersection project is an unnamed 2018 GO Bond project which also includes federal funding. The intersection and adjacent stormwater structures regularly flood, and Engineering & Construction (E&C) Department staff has been asked to work towards improving it. With this in mind, E&C staff selected the A/E firm Benham Design, LLC from the list of ranked and qualified firms which submitted statements of qualifications for the 2018 GO Bond Proposition 1, Transportation Projects, to negotiate a design agreement.
The design agreement E&C staff negotiated with Benham Design, LLC for this project includes improvements and widening of Washington Street from approximately 1750' west to approximately 600' east of 23rd Street and improvements and widening of 23rd Street 1750' south to approximately 1150' north of Washington Street. The project includes widening the existing two-lane asphalt roadway to a three-lane section along Washinton Street and widening to a five- lane section, immediately north and south of the intersection, tapering to a two-lane section along 23rd Street with the addition of shoulders, open ditch drainage, sidewalk and trail (Washington only), as well as design of water and sewer line relocations/upgrades as necessary. Replacement of the existing bridges located on Washington Street just west of 23rd Street and on 23rd Street approximately 750' south, along with miscellaneous structures shall be included as part of the design project.
