Background:
The Broken Arrow Justice Center is located at 2304 South 1st Place, Broken Arrow, OK 74012. It was constructed in 2003 as part of the 2000 GO Bond. In 2018, the voters of Broken Arrow approved additional funds for renovation and expansion of the existing jail facilities inside the Justice Center. Renovations to the facility could include improvements to the kitchen, the electronic security and HVAC units as well as expansion of the housing units.
In March 2025, Broken Arrow negotiated an agreement with Myers-Cherry Construction, LLC, as a Construction Manager at Risk to provide Pre-Construction Services, understanding that they would provide a Guaranteed Maximum Price as the Jail designs were finalized.
Narrate (the Architect), Myers-Cherry Construction, LLC, and City Staff have worked together to complete the design of the facility. Narrate submitted final construction documents in October 2025. Myers-Cherry Construction, LLC, has prepared a Guaranteed Maximum Price (GMP) based on those construction documents. The total proposed GMP has a base bid of $4,512,299.00, Alternate #1 to reroof the existing facility of $356,785.00, and Alternate #2 for additional flooring of $7,345.00.
