Background:
Spunky Creek within the northern portion of the City in the North 23rd Street and East Dearborn Street vicinity has recently been re-studied by a FEMA mapping contractor. The preliminary Flood Insurance Study (FIS) and Flood Insurance Rate Maps (FIRMs) with preliminary date of January 9, 2015 are under a period of formal appeal and are due for effective issuance sometime in mid-2016. A proposed development is imminent on the northeast corner of Dearborn and 23rd. The preliminary FEMA 100 year floodplain boundary significantly reduces on that proposed development tract. To avoid un-necessary compensatory floodplain storage excavation and other floodplain development permitting requirements for engineering and platting the development on a current mapped floodplain that will soon go away, it is proposed to adopt the preliminary FIRM panel for this area. Only the Revised Preliminary FIRM Panel 40145C0085J for Wagoner County Oklahoma and Incorporated Areas in this specific area would be adopted at this time. All other preliminary Wagoner County and Tulsa County FIRM Panels will be adopted in 2016 at which time this ordinance revision will be superceded with a new ordinance adopting all current preliminary FIS and FIRM Panels.
