Background:

Recently staff researched various Oklahoma cities in order to determine whether they provided cell phone allowances for their employees.  Oklahoma City, Tulsa and Lawton provide no cell phone allowance for their employees, but certain city employees are provided city-issued cell phones. In Midwest City the City Manager’s staff and the City Attorney receive a cell phone allowance slightly over $30 per month. At the City of Norman some employees get a cell phone allowance and others get a city-issued cell phone. The City Manager decides who gets the cell phone allowance.  At the City of Edmond some employees get a cell phone allowance and others get city-issued cell phones. The cell phone allowance can be up to $100 per month.  Edmond also has a cell phone allowance agreement that must be signed by any employee who receives a cell phone allowance. Presented for your consideration are two policies. The first is a Personal Cell Phone Allowance Policy (for employees). The second is a City Cell Phone Issuance Policy.
