                     Approval of and authorization to execute a Promotional License Agreement allowing Tulsa IBF, LLC to host the 2016 Holiday Festival Event on City Property

Background:

Tulsa IBF, LLC will be hosting the Holiday Festival event at the Rose District Pavilion beginning on November 18, 2016 and ending on January 15, 2017.  Hours of operation will be 5:00 p.m. to 11:00 p.m. Monday through Friday and extended hours from 11:00 a.m. to 11:00 p.m. each Saturday and Sunday.  Setup for the event will begin at 8:00 a.m. on Saturday, November 12, 2016 and continue until opening.

The event will include a skating rink and holiday shopping that will include merchants such as Rustic Cuff, Scentsy and other popular items.  The event is designed to boost trade and retail sales in the Rose District during the holiday period.  Discounts will be offered to those shoppers who eat and shop in the Rose District prior to skating.  The event organizer is working on a special promotion for opening weekend which will include Small Business Saturday.   The event organizer has expressed a desire to make this an annual holiday event.

The Special Events Committee in their meeting of October 20th, 2016, approved their request for Special Event permit. Staff recommends that the Council approve the Promotional License Agreement and authorize its execution.
