Background:
The Central Park Plaza development was selected for street repairs due to the pavement condition rating being one of the lowest in the city as far as service level is concerned. It serves as both primary access and secondary access to several businesses and an apartment complex. Engineering staff designed the project in-house to expedite the construction of the project and protect the limited project budget.
The project was advertised August 4 and 11, 2026. Bids were opened September 1, 2026 with nine bids received, all of which were responsive. A certified bid tabulation is attached. The bids submitted were composed of nineteen (19) pay items to form the total base bid.
The lowest bidder was deemed to be irresponsible during the due diligence process as it was unable to meet the necessary bond requirements. The lowest responsible bidder was Cherokee Pride Construction, Inc with a total bid of $673,380.00. The total engineer’s estimate for this project was $674,910.65.
