Background:
The Streets and Stormwater Department has budgeted for the purchase of three (3) 2024 Western Star 49-X Series Chassis with Dump Body Trucks equipped with snowplows and spreaders. Funds for these purchases are available in the Sale Tax Capital Improvement (STCI) fund in the amount of $600,000 (Project No. 2453070, Account No. 3305300-570020) and $300,000 (Project No. 2453150, Account No. 3305300-570180). The remaining funds required for this purchase will come from savings of other projects.
The dump trucks, spreaders, and snowplows will be purchased under the Oklahoma statewide Contract numbers SW035T, SW106, and SW500. All State Departments, Boards, Commissions, Agencies and Institutions, as well as Counties, School Districts and Municipalities may purchase items from this contract. Pricing under this contract is good until February 6, 2026.
Section 2-27 of the Broken Arrow Code addresses exceptions to the established competitive bidding process. It provides that supplies, materials, equipment or contractual services when purchased at a price not exceeding a price set by the state purchasing agency or any other state agency authorized to regulate pricing for items purchased by the state are excepted from formal competitive bidding. Purchase from the state contract is, therefore, authorized under City ordinance.
Base pricing of the Western Star Dump Trucks is reflected in the attached quote. The Streets and Stormwater Department has identified the Western Star 49-X Series Chassis with Dump Body Trucks equipped with snowplows and spreaders from Premier Truck Group of Tulsa as a responsible quote and, therefore, recommends its purchase from the State of Oklahoma Contract.
