Background:

The proposed Alleyway Sewer Rehabilitation Project is intended to rehabilitate aging sanitary sewer infrastructure located within the downtown Broken Arrow alleyway corridor using Cured-in-Place Pipe (CIPP) technology. The project includes the rehabilitation of approximately 1,665 linear feet of 8-inch sanitary sewer main along with the rehabilitation of associated manholes. The project extents will be in the alleyway between Main St. and S. 1st St. from E. College St. to E. Fort Worth St. This trenchless rehabilitation method will restore the structural integrity of the existing sewer system while minimizing excavation, reducing impacts to businesses and residents, and extending the service life of the City's wastewater collection system. The project area encompasses several sewer segments and manholes identified through the City's GIS mapping and condition assessments as needing rehabilitation.

The work will be completed by Insituform Technologies, LLC through the BuyBoard Cooperative Purchasing Contract #730-24, eliminating the need for a separate competitive bidding process while ensuring competitively procured pricing. The proposal includes all labor, materials, equipment, and services necessary to complete the rehabilitation, including pipeline cleaning, pre- and post-construction video inspections, bypass pumping, internal service reconnections, traffic control, confined space safety measures, and a one-year construction warranty. In addition to the CIPP lining, deteriorated manholes will be rehabilitated using the SpectraShield protective coating system to address infiltration, corrosion, and long-term structural performance.

The total estimated project cost is $184,342.50, with actual quantities to be billed based on field conditions. Construction is anticipated to be substantially complete within approximately 90 days. All required point repairs have been completed by City of Broken Arrow Utilities Department in-house crews prior to construction, eliminating the need for additional excavation work during the CIPP installation. The City will provide access to manholes and coordinate with property owners as necessary throughout the project. This coordination will help streamline construction, minimize disruptions, and maximize the efficiency of the trenchless rehabilitation process.

This project represents a proactive investment in the City's wastewater collection system by rehabilitating deteriorating infrastructure before failures occur. Utilizing trenchless CIPP technology significantly reduces construction impacts, preserves existing pavement and surface improvements, and provides a cost-effective alternative to full pipe replacement. Completing this rehabilitation will improve system reliability, reduce the potential for sanitary sewer overflows and infiltration, lower future maintenance costs, and extend the useful life of critical sewer assets for decades while minimizing disruption to the surrounding downtown area.

Staff recommends approval to execute the negotiated $184,342.50 to obtain the devices, install the equipment and coordinate the support services to obtain data. The contract is a not to exceed contract and is funded through Utilities BAMA Capital Budget fiscal year 2027.
