Background:
This request is for the purchase of 12 new 2025 Peterbilt Drive Chassis with Heil Python Automated Side Loaders from River City Hydraulic. The vendor has been thoroughly reviewed and meets all specifications outlined in the state purchasing award. These new side loader trucks will replace older rear loader units in our fleet that have surpassed the city's standards for replacement. Transitioning the truck fleet from rear loaders to automated side loaders will significantly enhance performance, improve safety for staff operations, and provide better protection for staff against harsh weather conditions, including heat, cold, rain, and snow.
The Heil Body comes with a comprehensive 3-year/6,000-hour warranty. Additionally, the transmission is covered by a 3-year unlimited mileage warranty, while the engine and aftertreatment system have a 3-year/300,000-mile warranty. Partial funding for this purchase has been approved through the Broken Arrow Municipal Authority budget, with additional funding provided via a loan. The funding will be presented at the September 17th authority meeting. We currently have two options and need some additional time to review to be able to present.
River City Hydraulics has guaranteed a buy-back purchase price of $213,000 per unit at the end of three years. This program allows the Authority to sell the trucks and chassis back to River City Hydraulics in the third year of operation for a guaranteed price if the city chooses to do so.
Sourcewell, a procurement source for government agencies, is recommended for this purchase. Vendors contracted through Sourcewell have already undergone a competitive procurement process, ensuring the best prices for governmental entities while meeting the necessary criteria for competitive bidding. This request is provided under Sourcewell Contract #091219-THC for the City of Broken Arrow. Maintenance Services recommends utilizing the Sourcewell Purchasing Cooperative over the traditional bid process, as Sourcewell contracts save both time and costs associated with preparing RFPs and bids.
