Background:

To assist the Streets and Stormwater Department in their street maintenance program, the Engineering and Construction Department advertised a “non-encumbered” contract for Milling Asphalt Streets.  The contract will be  awarded based on unit prices, then work orders will be issued against the main contract for various milling jobs.  The contract will be awarded for a one-year period, with up to two possible renewals at the same unit prices.  Similar contracts were awarded in 2007 (renewed in 2008) and 2013 (renewed in 2014).

                     The current contract was advertised for bids on March 1 and 8, 2016, and bids were opened on March 29, 2016.   Three options were bid, depending on the method of disposing of the millings.  Only one bid was received, from A&A Asphalt, Inc., with a bid of $96,900.00 for Option 1 (Millings become the property of the contractor, who is responsible for removal of the millings), $102,900.00 for Option 2 (Millings become the property of the City and the contractor will deliver the millings to the Public Safety Complex at 4121 East Omaha Street), and $69,740.00 for Option 3 (Millings become the property of the City, who will furnish transportation for the millings).  The engineer’s estimate, which was based on the bid received in 2013 adjusted for inflation, was $110,000.00 for Option 1, $110,000.00 for Option 2, and $80,000.00 for Option 3. Streets and Stormwater Department recommends awarding Option 3 to the only bidder, A&A Asphalt, Inc.

                      Funding for individual work orders will come from various sources, including the Streets General Obligation Bonds and Sales Tax Capital Improvement Funds.
