Background:

Flight Safety International, Inc. is requesting permission to conduct a series of tests on a EuroCopter EC145 helicopter at their facility located at 2700 North Hemlock Circle in Henshaw Business Park.  The tests will be performed to collect instrumentation and operation data for the production of an EC145 full-flight simulator.  They plan to perform 2-4 takeoff and landing sets per day through the periods identified on the attached letter from Lowell Faulkenberry, Director of Finance and Facilities, Simulation, with Flight Safety.  There will be no aerial testing or maneuvers other than approach, landing, takeoff and departure.  Also, there will be no night flights.

The flights will be conducted in the west parking lot in area 125 feet by 125 feet.  This area will be roped off and there will be no parking within 300 feet of the landing area.

Flight Safety will notify businesses which adjoin their property and their request is in compliance with Section 3.5-2 of the Broken Arrow Code.  City staff has reviewed and has no objection subject to the conditions set forth above.

Recommendation:

Approve request by Flight Safety, International, Inc. to conduct helicopter landings and takeoffs at their 2700 North Hemlock Circle Facility from October 2015 through February 2016 in accordance with the recommendations of Staff and as set forth in the letter from Flight Safety representatives.
