Background:
Applicant: Erik Enyart, Tanner Consulting
Owner: Timee Michelle Myers & Joe Hillenburg, & Candis Suzanne Hancock Trust
Developer: N/A
Engineer: Tanner Consulting
Location: At the southwest corner of Florence Street (111th Street) and 9th Street
(Lynn Lane Road / 177th E Avenue)
Size of Tract 9.25 acres (402,930 square feet)
Number of Lots: 1 lot
Present Zoning: A-1 (Agricultural)
Comp Plan: Level 4 and Greenway/Floodplain to Level 1 (Rural Residential) and Greenway/Floodplain
COMP-003078-2026 is a request to change the Comprehensive Plan designation from Level 4 and Greenway/Floodplain) to Level 1 and Greenway/Floodplain on approximately 9.25 acres that are currently unplatted. The property is located at the southwest corner of Florence Street (111th Street) and 9th Street (177th East Avenue / Lynn Lane Road). The existing Agricultural zoning will be in conformance with the Comprehensive Plan in Level 1 and Greenway/Floodplain.
This item was originally on the September 24, 2026, Planning Commission agenda, but staff recommended the item be continued to November 5, 2026, due to an error on the public hearing notice. While property at arterial intersections is typically intended for commercial use, the location for the proposed Comprehensive Plan Amendment is not likely to develop as commercial. The area is semi-rural, there is floodplain to the east making it unlikely that Florence Street will ever be extended eastward, and there is not an interchange to the Creek Turnpike at 9th Street posing limited access to the site for commercial uses.
Several properties in the vicinity have been developed with large-lot, single-family residences. Should the Comprehensive Plan Amendment be approved, the buyer of this property intends to split the property into two large residential lots. Each lot is proposed to include one single-family residence. In order to do so with Agricultural zoning, the resulting lots will not meet the minimum lot area of five acres. The applicant has provided a conceptual Planned Unit Development (PUD) document that requests a minimum lot size of 3.5 acres. The PUD is informational at this time and will be brought to the Planning Commission soon for a public hearing. The conceptual PUD is attached.
