Consideration, discussion and possible direction regarding the color scheme selection and possible approval and authorization for City Manager to execute Change Order #2 with Diversified Civil Contractors, LLC., for construction contract ST1928; West New Orleans Street and Elm Place Intersection and Streetscapes Improvements

Background:
At the June 6, 2022 City Council meeting, the governing body reviewed the color options for the New Orleans Square intersection improvements. After review, the governing body directed staff to explore other color options for the design and bring back to a subsequent meeting for consideration.
Upon this direction, staff worked with Kimley Horn, professional engineering consulting firm, and Diversified Civil, General Contractor, to explore various color options along with associated construction costs and time impacts tied to those color options. The additional options developed incorporate color variations for the intersection center medallion, the rectangular area surrounding the medallion, as well as for the crosswalks (see attached additional color scheme concepts).
The original options provided with the project (see attached warm tone concept and cool tone concept) are still available as options should the governing body choose to select one of those color schemes. No change order would be required if the original warm tone or cool tone concept is selected. The current construction contract already incorporates the costs for one of these options.
The additional options investigated center around incorporating the color scheme of the New Orleans Square theme into the center medallion. Alternates include a bordering color scheme that ties to the crosswalks. These schemes help set off the center medallion and allow for better construction control of the work. A second set approach simply incorporate the color scheme without incorporating the border.
The Contractor is still finalizing the costs for a couple of the options; however, he has provided a “Not to Exceed” amount for each alternative. In the essence of time, Staff recommends that the Council select one of the options developed and direct Staff to complete Changer Order #2 in an amount not to exceed the cost provided and authorize the City Manager to execute said change order. Staff will bring the change order back to Council for ratification at the next Council Meeting.
