Ratification of the City Manager executed Professional Services contract with Velocity by Cogent for emergency sewer bypass services for the Haikey Creek trunk sewer line

Background:
On the morning of July 16th, City staff was notified of the presence of a large diameter sinkhole within the main property driveway of the KJM equestrian horse farm located at 4300 S. Butternut Ave. in Broken Arrow. Upon inspection of the sink hole when staff arrived onsite, it was confirmed that the sink hole was directly associated with the 48” diameter sewer trunk main that runs throughout the property north to south. Crews immediately mobilized to secure the area and stabilize the sinkhole.
48” SEWER TRUNK MAIN - DAMAGES
Once locates were active on the afternoon of the 17th, city staff were able to excavate the sinkhole location and get down to the sewer line roughly 17 feet in depth. It was determined that a 2’ tall opening in the side of the pipe running roughly 6 feet in length was allowing soil to enter the trunk line. Flows were observed to be normal and relatively unobstructed from reviewing up and down stream manholes, but the size of the collapse was large enough that water immediately filled the excavation. Crews were able to plate the side of the pipe to cover the opening and shore it with an excavation box.
48” SEWER TRUNK LINE - REPAIRS
With the confirmation of the inspection that the current failure is the only issue to be resolved at this time, City forces are confident that inhouse forces can perform the repair utilizing the attached repair method. This repair method will involve placement of a cover pipe over the failure zone and concrete encase it. City staff have already mobilized additional equipment and shoring boxes rented to excavate to the depth of 17+ feet in depth and properly protect staff during the repairs. The formal repairs are scheduled for Thursday morning July 31st.
To perform this operation, the sewer line will have to be placed on temporary bypass during the hours of 3am to 9am while the normal flows are lower than 4.0 MGD or 2800GPM. A specialty contractor will be required to provide such services, thus staff coordinated with Velocity by Cogent to acquire the scope of work of furnishing, installing, and operating such a bypass.
Cogent has provided such a quote and it follows the attached plans included within the attached RFP to provide, install, and operate a bypass of 4MG between the hours of 3am and 9am on Thursday July 31st. City staff only have knowledge of two contractors that can provide this type of work on such short notice; Velocity by Cogent & Rain-4-Rent. Since Rain-4-Rent is based out of Texas, Velocity is the only contractor located within the region that can produce a full bypass installation on such short notice that we requested.
The proposal supplied by Velocity that includes all aspects and timeline is for a not to exceed value of $27,529.79. It should be noted that, with City forces assisting in install, operation, and demobilization, the cost of the operation will decrease and Velocity will only bill actual costs incurred.
Due to the current condition of the compromised sewer trunk line and the potential for additional damage and or overflows, immediate repairs were required, and an emergency designation is appropriate to complete this work and is an upmost priority. To expedite the sewer bypass contracting to facilitate the sewer repairs, staff and legal department recommended the City Manager execution of this proposal through the Emergency Purchases authorization allowed by Section XV of the purchasing manual and having Broken Arrow Municipal Authority ratify the execution on the next available agenda. The total proposal shall be for a not to exceed amount of $27,529.79, and it was executed on July 29, 2025.
Thus, it is staff’s recommendation to ratify this executed contract with Velocity by Cogent. previously executed by the City Manager under natural emergency conditions.
