Background:

The City of Broken Arrow and the Oak Grove Fire Protection District have jointly identified unincorporated areas in Wagoner County that are served by each respective fire department. Within the Oak Grove Fire Protection District’s response area there are various areas where a Broken Arrow Fire Department response unit may be closer than an Oak Grove Fire Protection District (OGFD) response unit; and there may be various areas within Broken Arrow’s response area where an Oak Grove Fire Protection District response unit may be closer than a Broken Arrow Fire Department (BAFD) response unit.   

Both the Oak Grove Fire Protection District and Broken Arrow Fire Departments have worked together to forge a working relationship to provide the citizens in these areas the best response possible utilizing existing available resources while also increasing the safety of all firefighters working on emergency scenes in these unincorporated areas. 

For priority one medical emergencies (life threatening emergencies) and all structure fires, each entity has agreed to respond the closest suppression unit, if available.  However, neither party is required to dispatch equipment or personnel to a fire protection or first response incident located more than ten (10) miles from its closest fire station.

Additionally, Broken Arrow has agreed to provide “Dispatch Services” to the Oak Grove Fire Protection District.  Broken Arrow shall collaboratively implement policies, procedures, and technologies necessary to direct all fire, rescue, and medical 911 emergency calls (non-law enforcement 911 calls) within the entire Oak Grove Fire Protection District Fire Department’s response area to the Broken Arrow 911 Communications Center; and then the Broken Arrow 911 Communications Center will dispatch Units as determined by Oak Grove Fire Protection District and/or the Broken Arrow Fire Department.  

Lastly, the agreement will provide for a converging response on incidents located on divided highways in each other’s jurisdictions.

The Oak Grove Fire Protection District recognizes that Broken Arrow incurs ongoing costs for dispatch and communication services provided to the Oak Grove Fire Protection District.  Therefore, the Oak Grove Fire Protection District agrees to pay Broken Arrow a flat fee of ten- thousand dollars ($10,000) per year for dispatch and technology services.

 

The period from July 1, 2025, to June 30, 2026, shall serve as a pilot program to assess the demand for services and the benefits to both parties. Full payment shall be made by Oak Grove Fire Protection District to the City of Broken Arrow annually by February 1st once the Wagoner County PSAP calls have been directed to the Broken Arrow Communications Center. 

 

After June 30, 2026, the parties shall reevaluate the fee annually with increases capped at $2,500 per year not to exceed two increases in a 5-year period unless accompanied by documented costs related to newly implemented technology that directly benefits both fire protection districts.
