Approval of and authorization to purchase one (1) Ford T350 Transit Passenger Van from Vance Country Ford pursuant to the Oklahoma State purchasing contract SW035 for Parks Department

Background:
In alignment with the budgetary allocation in the Broken Arrow Vehicle Replacement Fund 329, funds have been approved for the purchase of a new Ford T350 Transit Passenger Van for the Parks Department. This acquisition is identified under Project Number 2660020 in the FY2026 Vehicle Replacement Plan.
The Maintenance Services Department recommends procuring the vehicle through the Oklahoma Statewide Contract SW035, which allows municipal agencies to purchase vehicles at pre-negotiated pricing. This approach eliminates the need for a separate bid process while ensuring competitive pricing, administrative efficiency, and compliance with budgetary constraints.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that set by the state purchasing agency, any other state agency authorized to regulate prices, or from purchasing consortiums. In addition, Section V.d of the Broken Arrow
Purchasing Manual authorizes purchases from “the state contract or other purchasing consortiums,” noting that such purchases eliminate the need for formal competitive bidding. State Contract SW035 qualifies under both the Code of Ordinances and the Purchasing Manual.
Following a review of available options, the Maintenance Services Department recommends approval to purchase the Ford T350 Transit Passenger Van from Vance Country Ford in the amount of $55,683.00 through the Oklahoma Statewide Contract SW035.
