Approval of and authorization to purchase one (1) new PacMac Grapple Truck on a 2027 Western Star 47X Chassis from United Engines, pursuant to Statewide contract SW0106 for the Solid Waste and Recycling Department

Background:
The Solid Waste and Recycling department requests the purchase of one (1) new PacMac Grapple Truck to replace unit 1747 (2017 Freightliner) Grapple Truck. Unit 1747 will then transfer to the Stormwater division to replace unit 0103 (2001 International) Grapple that will be retired. This rotational approach allows SWR to update a piece of equipment that is utilized very frequently, while moving an older machine to a position with less use, allowing more service life and allowing the stormwater division to retire an asset that is 25 years old with high maintenance costs.
Funding for this purchase will be utilized through creation of project 2750060 with a budget of $315,000 transferred from project 2750050. The original project (2750050) was approved for the FY2027 Budget for the purchase of 12 Trash Truck for a total of $3,360,000. The majority of remaining funds will be utilized for the purchase of 6 ASL Refuse Trucks.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the truck from United Engines pursuant to Statewide Contract SW0106UE. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset within the approved project budget.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
The quoted price of $313,500 includes:
• 5 year/100,000-mile extended service warranty on the chassis
• 3 year Major Structural Component Parts warranty on the body
• 1 year non-hydraulic parts warranty
• 3 year swing drive (slewing ring and gearbox) parts warranty
These items are reflected in the attached quote. Staff has determined the quote to be responsible and recommends purchasing this unit from United Engines pursuant to Statewide Contract SW0106.
