Background:
The Broken Arrow Police Department continues to operate in an environment where public safety, community expectations, and operational demands increasingly intersect with rapidly evolving technology. Modern policing requires not only highly trained personnel but also the tools, platforms, and data systems that equip officers to operate safely, efficiently, and transparently.
Axon Enterprise, Inc. is an established national leader in public safety technology, providing connected solutions that integrate body-worn cameras, in-car video, interview room systems, real-time information platforms, evidence management, AI-enabled software, less-lethal technology, and advanced training environments. Axon’s product ecosystem is designed to improve evidence quality, reduce administrative burden, enhance situational awareness, and streamline information flow across public safety operations.
The City of Broken Arrow has previously approved and deployed Axon technologies, including the TASER 10 platform, Fūsus real-time intelligence capabilities, and the Axon Evidence digital evidence management system. Building upon this foundation, the department is requesting authorization to enter into a five-year Master Service Agreement (MSA) with Axon, beginning October 1, 2026, and concluding September 30, 2031.
This MSA expands and unifies the department’s technology environment under a single comprehensive lifecycle plan, providing consistent upgrades, support, and refreshes while delivering predictable long-term budget planning and substantial cost savings.
The MSA will encapsulate our current products and add the following key Axon offerings:
• Body-worn cameras, including refreshes, all associated software, storage, and licensing. Body-worn cameras are key for evidence preservation as well as accountability. The MSA includes 180 units.
• Axon Fleet 3 + Automated License Plate Readers (ALPRs). The MSA will equip one-hundred and thirty (130) marked police cars with “dash cameras” and prisoner transport cameras. Additionally, the “dash cameras” serve as ALPRS, thus acting as a force multiplier for our Real Time Information Center. On-site hardware installation is included.
• Outpost fixed location license plate readers-eighteen (18) units, which will be used to grow Real Time Information Center capabilities
• Taser 10 Upgrade to Taser10CERT package-allows for unlimited cartridges, virtual reality for training recertifications, and sixty (60) additional Taser10 bundles
• Unlimited thirty-party data storage
• Axon interview room package for four rooms-integrates live interrogations and interviews into the evidence storage system
• Axon Fusus, which is a brand agnostic artificial intelligence (AI) layer over police department, city-owned, and other cameras, which adds searchability features
• Artificial Intelligence Era Plan bundle, which offers all current and all future AI products to BAPD at one cost model and no future costs. This features a variety of services, including auto-transcription and the Draft One reporting generating product. See attachment for a full description of the AI Era Plan.
• Skydio drone as first responder (DFR) “hive” including three (3) docks
• Auror Retail Crime Intelligence and Loss Prevention Platform
• Anti-drone support product “De-drone Beyond Radar” which provides for beyond visual line of sight operations above two-hundred feet
Over the course of the five-year term, the bundling approach provides a cost savings of six million eight hundred forty-one thousand one hundred seventy-four dollars and eighty-eight cents ($6,841,174.88). If approved, the agreement will not have any cost escalations over its five (5) year term.
Regarding procurement legalities, this entire proposed purchase is supported by a sole-source letter from Axon. Sole-source pricing, in this case, will generate considerable cost savings compared to using the existing state contracts.
Implementation of these goods and services will act as a force multiplier, saving officers' time on initial investigations and follow-ups.
Cost: $1,661,208.43 annually, $8,306,040.43 for the five-year contract term
