Background:

​​​The City of Broken Arrow currently utilizes Routeware as its Solid Waste & Recycling Business Management Software provider. Throughout the term of the existing agreement, the City has encountered persistent issues related to system reliability, workflow limitations, data accuracy, and overall usability for both field and office personnel. These challenges have hindered operational efficiency and created barriers to delivering consistent service to residents.

​To address these concerns and identify a more capable long-term solution, the City issued a Request for Proposal (RFP) for Solid Waste & Recycling Business Management Software. The evaluation process considered the system’s functionality and operational fit, integration and technical requirements-including Tyler Munis and GIS-implementation approach and support model, vendor qualifications and municipal experience, and overall cost and long-term value.

​The proposal evaluations placed Routeware, Bartec Municipal Technologies, and Waste Innovations Systems as the top three vendors. To further distinguish between these finalists, each conducted a virtual presentation demonstrating key workflows such as routing, dispatching, service verification, scheduling, and reporting, as well as addressing technical integrations, hosting reliability, data migration, project methodology, and long-term support.

​The participating vendors and the vendor scoring matrix is as follows:

​Bartec achieved the highest overall ranking and represents the most advantageous solution for the City’s operational and strategic needs. Bartec demonstrated intuitive and practical system functionality, provided clear and confident explanations of integration capabilities and implementation planning, and showed a strong understanding of municipal solid waste operations. Evaluators noted Bartec’s depth of experience, clarity of communication, and readiness to support a smooth and well managed implementation as decisive advantages.

​This action does not approve an agreement. A finalized agreement and implementation plan will be presented to City Council for approval once staff and Bartec Municipal Technologies complete negotiations.​​
