Background:

PUD-002428-2025 and BAZ-002425-2025 are requests to change the zoning to Commercial General and PUD-002428-2025 on approximately 11.34 acres, generally located on the northeast corner of New Orleans Street (101st Street) and 9th Street (177th E. Avenue/Lynn Lane Road). The property is currently unplatted and undeveloped.

 

The subject property is designated as Level 4 in the Comprehensive Plan, which supports the requested rezoning to CG. PUD-002428-2025 is a Planned Unit Development for a future commercial development in Development Area B and a water tower in Development Area A.

 

SUMMARY OF DEVIATION FROM THE BROKEN ARROW ZONING ORDINANCE

 

PUD-002428-2025 is proposed to be developed in accordance with the CG district of Zoning Ordinance except as specified below.

 

Development Area A:

-                     0’ minimum lot frontage

-                     Only allowed use is Utility Facility, Minor

-                     No landscaping required

-                     Façade materials to include metal up to 100%

-                     Chain link fence or other non-opaque fencing will be allowed

-                     0 parking spaces required

-                     Pole gate or similar required at driveway entrance

 

Development Area B

-                     100’ minimum lot frontage

-                     Any drive onto Lynn Lane Road must be at least 300’ from the arterial intersection

 

ACCESS AND CIRCULATION

 

Access to Development Area A is available from Lynn Lane Road. At the Planning Commission meeting on October 9, 2025 the Commission requested a gate be required at the access point to Development Area A. This requirement has been added to the PUD document.

 

Access to Development Area B is available from New Orleans Street to the south and Lynn Lane Road to the west. Due to the location of an existing stormwater culvert, any drive onto Lynn Lane Road must be at least 300’ north of the arterial intersection.

 

PUD-002428-2025 & BAZ-002425-2025 were heard by Planning Commission on October 9, 2025, where Planning Commission recommended approval with the addition of an access gate for Development Area A with a 4-0 vote. One neighboring resident asked questions regarding this proposal. Concerns included access locations and development timeline.
