                     Consideration, discussion, possible approval of and authorization to execute the Fiscal Year 2017-18 Collective Bargaining Agreement with the International Association of Firefighters Local #2551

Background:

The City’s negotiation team began contract negotiations in March 2017 with the International Association of Firefighters Local #2551 for a Fiscal Year 2017-18 labor agreement.  The negotiation team consisted of Michael Bates, Labor Relations Consultant, Jeremy Moore, Fire Chief, and Jannette McCormick, Human Resources Director. On January 17, 2018, the bargaining teams reached a tentative agreement.  The IAFF Union President advised on January 26, 2018 that the local membership had ratified the proposed agreement.  The Collective Bargaining Agreement (CBA) is now being presented to the City Council for approval.

 

The proposed agreement provides for the following changes:

 

1.                     Administrative revisions to the Grievance Procedure and Compensation articles.

2.                     An increase from 7 to 8 shift employees eligible to schedule vacation if the number of suppression/operational personnel exceeds 49 on any shift as of December 1st of each year.

3.                     A change to the 40-hour employee vacation accrual increasing the monthly accrual from 13.333 hours to 14.667 hours for employees with 15-17 years of service.

4.                     An 2% increase in the City’s contribution to the Union’s insurance plan.

5.                     Revisions to the Administrative Operating Procedures (AOP) in the Uniforms, Minimum Staffing, Officer Development, Digital Imaging and the Memoranda Book subjects.

6.                     A 2.0% base wage increase for all bargaining unit members effective July 1, 2017. 

7.                     An additional 2.0% base wage increase for all bargaining unit members effective January 1, 2018.

 

Staff recommends that the Council approve the Collective Bargaining Agreement with the International Association of Firefighters Local #2551, and authorize its execution.

 

Cost:                                                                $412,000.00
