Presentation regarding the road closures for the Downtown area in association with the Public Improvements Projects

Background:
Section 23-28 of the Broken Arrow Code provides for the closure of roads during construction. It provides that City personnel or contractors, while repairing of improving the streets of the city, and city personnel and utility companies, when installing, improving or repairing lines or other public facilities in the streets, are hereby authorized as necessary, subject to control by the City Manager, to close any street during the repair, maintenance or construction. Closure is, of course, predicated on the erection of proper control devices and barricades to warn and notify the public that the street has been closed to traffic.
Downtown Main Street Streetscape - Phase IV Project:
The Downtown Main Street Streetscape - Phase IV is a continuation of the Rose District improvements started in 2010. Phase IV includes improvements to Main Street between Dallas and Galveston streets and between College and Detroit streets, as well as Commercial, Dallas, El Paso, and Fort Worth streets east and west of Main Street. Improvements include road diet, concrete and brick pedestrian paving and two mid-block pedestrian crossings, masonry seat walls and raised planters, stormwater drainage improvements, decorative street lighting, new traffic signals, signage, and striping, and a new gateway structure at the southwest corner of Main Street and Kenosha. The project was advertised for bids on June 15 and 22, 2016, with the contract being awarded to Tri-Star Construction, LLC, with a proposal of $4,988,002.23.
The road closure being proposed will allow the contractor to complete the (5) street crossings required per plans between Dallas Street and Ft. Worth Street along Main Street. New concrete crosswalks with patterned concrete, utilities crossings, and pavement work is to be constructed during this closure. The road closure will take effect from the south side of the intersection of Dallas Street and Main Street again at the north side of the intersection of Main Street and Ft. Worth Street. A detour route will shift traffic to S. Ash Ave and 1st Street respectively for a duration of 1 week starting January 18, 2017.
Traffic signs will be placed in roadway prior to closure altering the traveling public of the pending detour.
Dallas Street Improvements Project:
The Dallas Street Improvements from Elm Place to the alley east of Ash Avenue is a Downtown Street Improvements project approved in the 2008 and 2011 Streets GO Bond election. The improvements consist of repaving the existing 2-lane street, addition or replacement of curbs and gutters, storm drains, and sidewalks, and replacement of the existing 2- and 4-inch water lines with an 8-inch PVC line. The project was advertised for bids on June 9 and June 16, 2014, and bids were opened on July 15, 2014. Magnum Construction, Inc., was awarded the contract in the amount of $816,060.00. Notice to proceed on the contract was issued August 25th 2014.
The road closure being proposed will allow for the contractor to complete the street improvement work within the Rail Road Right of Way sections at the intersection of Cedar Ave. and Dallas St. This work will include a new concrete pavement roadway section, waterline work, storm sewer system work, and a new pedestrian sidewalk and rail road crossing advanced warning system.
The road closure will take effect at the intersection of Cedar Ave and Dallas St. will the corresponding side streets being detoured. A detour route will shift traffic to Elm Place then up to Broadway Street and then following Ash Ave back to Dallas St. The construction of this intersection is expected to have duration of 60 days starting January 17, 2017.
