title

Consideration, discussion, and possible approval to award the most advantageous bid to Carbonic, LLC for the purchase of a Breathing Air Compressor for the Fire Department

Background:

The Fire Department budgeted $40,000 in Fiscal Year 2018 Public Safety Sales Tax funds for the purchase of a breathing air compressor.  Breathing air compressors are used to refill air cylinders that firefighters wear while fighting fires.  This purchase will allow the department to place a compressor in the South Broken Arrow and will allow firefighters to refill their cylinders without having to travel to Central Fire Station to do so, as they currently do.  This will ensure that fire crews in the South portion of Broken Arrow are able to remain in their districts and return to service faster.

A solicitation to bid was sent out by the Purchasing Department and in response, four sealed bids were received.  Fire Department staff have thoroughly reviewed all bids and have determined that the City Carbonic, LLC bid for the Mako BAM07H compressor is the most advantageous.  Bids submitted by Casco Industries for the Bauer Maxi-Verticus and by Air and Fire Systems for the Eagle Talon compressor were for lower prices; however, their warranties were for two-years and one-year respectively.  The City Carbonic bid for the Mako compressor has a five-year warranty.  The department currently has three Mako compressors and would prefer to maintain continuity by purchasing the same manufacturer as the department already has the spare parts and knowledge on how they are maintained and/or repaired.

This purchase will be funded from a combination of Public Safety Sale Tax funds and savings from the 2014 General Obligation Bonds project for Self Contained Breathing Apparatus.

The Fire Department recommends purchasing the Mako BAM07H from City Carbonic, as it is the most advantageous bid.
