Background:
Liberty Parkway Trail Retaining Wall Repair is a Sales Tax Capital Improvements (STCI) project to repair a segmental block wall along the north side of the Liberty Parkway Trail east of Elm Place. The wall collapsed under the pressure of stormwater building up behind it heavy rains. Olsson and Associates, Inc., designed the project improvements with two schedules, the selection of which schedule to be determined by the City. Schedule A requires the contractor to use all new blocks. Schedule B allows the contractor to re-use as many of the blocks in the failed wall as possible.
The project was advertised for bids on September 13 and 20, 2016. A mandatory pre-bid meeting was held on October 13, 2016. Bids were opened on November 1, 2016. There were five (5) bidders, but one bid was rejected because the bidder did not turn in the bid book in accordance with the Instructions to Bidders. Of the four (4) remaining bids received, Cherokee Pride Construction submitted the low bid of $186,044.60 for Schedule A and $173,494.60 for Schedule B. The Engineer’s estimate was $256,796.00 for Schedule A and $200,546.00 for Schedule B. The Certified Bid Tabulation is attached. To reduce the risk of failures and extend the life of the repaired wall, Staff recommends that the low bid for Schedule A be selected.
Staff recommends awarding the contract in the amount of $186,044.60 to Cherokee Pride Construction.
Funding for the improvements will be from Sales Tax Capital Improvements.
